Government-to-government or licensed defence trade only; supply end-user certificates and export authorisations and use approved military logistics. Arms and ammunition are strictly controlled goods: exports and imports need government licences (in India DGFT/SCOMET, Arms Act 1959 and Arms Rules licences, MHA and MEA clearances), an end-user certificate from the buyer government, compliance with UN arms embargoes, destination-country import permits, secure and documented transport by authorised carriers, and no transaction should proceed without verified legal authority.
